The Condominium Authority Tribunal

This session will feature observations and insights in conducting online mediations from the Condominium Authority Tribunal (CAT), Ontario’s first fully online tribunal. This session will include tips, tools and techniques for conducting mediations in an online environment, and lessons learned from the CAT’s first three years in operation.

Ian Darling, Chair, Condominium Authority of Ontario

As the Chair of the CAT, Ian Darling leads a team of mediators and adjudicators who will oversee Ontario’s first online dispute resolution system.

Ian is a member of the board of directors of the Canadian Council of Administrative Tribunals. Prior to joining the CAT, Ian was the Ombudsman for Tarion and Fanshawe College. In recognition of his outstanding contributions to Academic Ombudsmanship, Ian received the Special Contribution Award from the Association of Canadian Colleges and Universities. He served on the Board of Directors for the Forum of Canadian Ombudsman from 2003-2013.

Ian has an Honours Bachelor Degree in History from McMaster University, with a minor in International Justice and Human Rights. He also holds a Master of Arts in Conflict Resolution from Antioch University.

Keegan M. Ferreira, Director, Tribunal Operations & Vice-Chair, Condominium Authority Tribunal, Condominium Authority of Ontario

As the CAO’s Director, Tribunal Operations and Vice-Chair, Condominium Authority Tribunal (CAT/tribunal), Keegan has leads the CAT’s operations team, the development of the CAT’s online dispute resolution system. Keegan also serves as a Member of the tribunal, providing mediation and adjudication services to help resolve disputes through the CAT’s Online Dispute Resolution system (CAT-ODR).

Prior to joining the CAO, Keegan spent nearly a decade in Ontario’s administrative justice sector, working in many roles at both the Landlord and Tenant Board and the Licence Appeal Tribunal. Most recently, Keegan was a Senior Program Consultant with the Ministry of the Attorney General’s Agency and Tribunal Relations Division, where he provided support and oversight of the ministry’s adjudicative tribunal clusters.

Keegan has an Honours Bachelor of Arts degree from the University of Toronto.
