Barry Effler, LL.B., LL.M., C. Arb. has been a Chartered Arbitrator since 1996. He is currently a Director of ADRIC and was the President of ADRIC from 2002 to 2004.  He was awarded the McGowan National Award of Excellence in Dispute Resolution.

He is currently the Chief Adjudicator for The Municipal Bylaw Enforcement Act of Manitoba and also keeps busy conducting domain name arbitrations. Previously served as the Registrar-General of Manitoba overseeing the land titles system, the Personal Property Registry, the Registrar General Rules for mortgage sale and foreclosure and the guidelines for the surveying of land in Manitoba.

Barry serves on the discipline panels for the Law Society of Manitoba, the Association of Manitoba Land Surveyors and the Manitoba Professional Planners Institute.
